Logan County Deputies arrested an Edmond man at Tinker Air Force Base Wednesday.
Ruiz John Morgan III, 41, is accused of raping and molesting an 11-year-old girl who was his foster child for almost a year.
Authorities state Morgan worked a civilian computer securities job at the base. Thursday, he made his first appearance in court. Morgan tried to avoid News 9 cameras as he rushed into the courtroom for his arraignment.
He is currently out on a $100,000 bond and faces multiple charges of sex crimes against children for a reported relationship he had with one of the two foster children placed in his family's care.
"At this time we believe this most likely is the only victim," said Detective Greg Valencia with the Logan County Sheriff's Office.
Court documents state the foster child reported the sexual abuse to DHS and her biological mother, after she already left the Morgan home.
She claimed inside his Edmond house is where Morgan forced himself on her for nearly 8 months last year. It was often when his wife and other children were away. She said he would also show her pornographic images and videos that he had stored on his home computer. She claimed he also gave her a sex toy.
"Pornography was found on that computer," said Valencia. "While not child pornography it was what we call barely legal because it makes it appear the people involved are underage."
Morgan refused to answer any questions about the allegations as he left the courthouse. But he will have to address them eventually. His next court date is set for May 21.
An emergency protective order was also filed and granted in Oklahoma County against Morgan.
