Two charges have been dropped in what police assumed was a deadly street racing incident.

Rafael Soto-Marin, 31, was killed in December of 2022 in a wreck.
Officers arrested Cesar Garcia, 42, and charged him with second-degree murder, first-degree manslaughter and possession of a controlled substance.
The state dismissed the second-degree murder and first-degree manslaughter charges in July.
During the investigation, police found nearby surveillance video that showed the victim and Garcia allegedly speeding on northwest 63rd street. Police said the two were in a separate car, possibly racing. Police said the driver of the truck swerved into the other lane then hit Garcia's car and went off the road.
The Oklahoma State Courts Network says there was new evidence to clear the suspect of the charges.
