Authorities arrested an Oklahoma City man early Saturday after a trespassing call at an Owasso Kum & Go convenience store escalated into a high-speed pursuit across multiple counties.
Officers responded to the Kum & Go at 13704 E. 106th St. North around 3:45 a.m. after store employees reported a suspicious vehicle at a fueling pump that had reportedly been there “all night” without purchasing fuel or leaving the vehicle, according to the Owasso Police Department.
Owasso Police said that once at the store, employees told officers that they wanted the driver, later identified as 44-year-old Barton Bleu Stovall, to leave the property.
Police said they tried to make contact with Stovall, who was described as coherent but unresponsive. Police said he was warned to leave, and officers left after employees initially declined to press charges.
Then at about 4:15 a.m., police were called back to the scene after employees decided to pursue criminal trespassing charges.
Officers attempted to communicate with Stovall for an extended period, warning him of the potential consequences for failing to leave the premises.
Police say Stovall still refused communication, prompting officers to inform him he was under arrest for trespassing, obstruction, and resisting arrest.
Officers deployed Stop Stick tire deflation devices beneath the vehicle and attempted communication through the driver’s window and loudspeaker, but Stovall remained unresponsive, Owasso Police report.
Police then used a Less Lethal Launcher to break the rear window and put pepper rounds into the vehicle to try and make Stovall exit.
Police said Stovall then drove over the Stop Sticks, flattening his rear tires, and drove west on 106th St. North while leading officers south on U.S. 169.
OPD said the pursuit continued into Tulsa at speeds up to 90 mph despite deflated tires.
Owasso police deployed additional Stop Sticks at 66th St. North, flattening all of Stovall’s tires.
The pursuit moved onto I-44, where speeds slowed as the vehicle neared Yale Avenue. An Oklahoma Highway Patrol trooper then performed a tactical vehicle intervention, forcing the vehicle onto the shoulder.
Stovall exited his vehicle but continued to disregard commands. Owasso officers deployed a Taser, and he was taken into custody. Stovall was transported to a local hospital for medical clearance before being booked into the Tulsa County Jail.
Stovall faces charges of felony eluding, trespassing, resisting arrest, obstruction, reckless driving, and multiple traffic-related violations, including failure to maintain lane and unsafe lane changes.
This multi-county incident involved both Rogers and Tulsa Counties, with Owasso Police handling most of the charges.
OPD said that since OHP performed the TVI and filed the arrest while most of the charges will be filed by Owasso Police.
