Metro Felon With Violent Past Accused Of Stalking Co-Worker, Assaulting Her With Vehicle

A metro man with a violent criminal past is back in jail, accused of stalking a co-worker. Oklahoma County prosecutors charged Ricky Milligan, 65, with one count of stalking and he is being held in the Oklahoma County Detention Center on a $1,000,000 bond.

The victim told investigators Milligan has been making her “life hell for over a year.” The female victim has worked with the 65-year-old suspect at the Oklahoma City VA Medical Center for about two years. She was also Milligan's roommate at a home in Bethany before he allegedly attacked her a year ago.

“This case begins for us back on September 9th,” said Sgt. Dillon Quirk, Oklahoma City Police Department. “Police were made aware of a situation, a stalking situation,”

The victim was leaving work at the hospital when police say Milligan started harassing her.

“The suspect began yelling obscenities to the victim as they were leaving work,” said Quirk. “Began following the victim for a brief period in their vehicle.”

The woman accused Milligan of trying to hit her from behind while she was driving on Lincoln Boulevard and run her off the road. She told police this has happened several times before. The victim said she has filed sexual harassment reports and hostile work environment reports at work, but nothing was done.

According to an arrest warrant, Milligan was questioned about the driving incidents. He claimed the two were in a "rat race" or street racing and admitted to waiting for her when she left work. The victim feared Milligan's actions would escalate.

“We were made aware of a long and violent history this suspect does have,” said Quirk. “So it was important for us to make that arrest.”

Milligan did prison time in the 1980s for a rape and kidnapping conviction. He was also sentenced to prison in 2010 for assault and battery with a dangerous weapon. In both convictions, Milligan served less than half the time he was originally sentenced to serve.
