Tulsa Police Release 911 Calls From Fatal Shooting

Startling 911 tapes show Khalid Jabara tried twice to get police to his Tulsa home last Friday, wanting to report what he thought was suspicious and provoking behavior by his neighbor.

Not long later, Khalid was dead and his neighbor, Vernon Majors, was in custody.

While the tapes show Khalid believed the situation with his neighbor was an emergency, he still insisted on remaining anonymous - something police say hampered their initial response.

Just after 5:00 p.m. Friday, August 12, Khalid Jabara called 911, reporting he heard someone knocking on his window, and he wanted police to investigate.

Dispatcher: "All right, well, we'll send officers to check around, okay?"
Khalid: "Okay."
Khalid: "Can you make it so it's somewhat anonymous?"
Dispatcher: "Alright, then I'll put you down as anonymous then, okay?"
Khalid: “Thank you."
Dispatcher: "You're welcome."

Just a little more than 30 minutes later, Khalid called 911 again.

Khalid: "I just called earlier, about the neighbor."
Dispatcher: "Here, let me, hold on sir. I'm going to get you over to the non-emergency line, okay? So, you can tell them…"
Khalid: "This is an emergency."
Dispatcher: "Is he already gone?"
Khalid: "This is an emergency."

This time, he tells dispatchers he believes his neighbor hit someone with a gun and fired three shots.

Police say they arrived at the address and knocked on doors but no one responded, so they left. Within 15 minutes, Khalid's father, Mounah Jabara, called 911.

Mounah: "I need to talk to police, somebody shot my son."
Dispatcher: "How many minutes ago did this happen?"
Mounah: "Just now, just now."

The dispatcher asked for a description of the suspect, but Mounah is too scared to look.

"My son is on the floor. I can't go because I am afraid to get shot," he said.

A neighbor joins Mounah and gets on the phone with dispatchers, increasingly terrified at the scene unfolding in front of her.

"He's not moving ma'am, he's not moving," the neighbor tells dispatch.

Police say because Khalid did not want to speak to officers they did not have a witness to establish probable cause for a crime or an immediate investigation when they responded to his initial call.
