Owasso police arrested a 22-year-old mother they found parked at a shopping center, passed out behind the wheel, with her two kids in the backseat.
According to the arrest report, police say when they found Chancy Mullins Wednesday just before midnight, she was slumped over behind the wheel of her Chevy Trailblazer. Officers say Mullins had "white frothy vomit on her lips and chin," and smelled of alcohol.
In the backseat were Mullins two kids, one standing up in the seat and one secured in an infant car seat, police say.
It took several attempts to rouse Mullins, according to the police report. When she sat up, the arresting officer reported seeing a half-pint of Kentucky Deluxe whiskey sitting on the center console, along with the keys to the SUV.
Police say Mullins admitted to drinking two Jack and Coke mixed drinks. The officer who interviewed her reported that her speech was slurred.
Court records show the father of the two children filed a petition in June to establish paternity and to be given emergency custody of the kids. According to that petition, Mullins has a history of drug and alcohol abuse that has become more severe. It alleges that Mullins has put her children in danger before, once by driving while intoxicated with the children in the vehicle and once by passing out on the kitchen floor, leaving the children unattended.
That case is still pending in Tulsa County courts. A review hearing is set for next month.
Mullins was treated by Owasso paramedics and taken to an area hospital before being booked into jail on two counts of child endangerment. She is being held on $50,000 bond.
