The Tulsa Race Riot Commission's final report won't be made public until then. But commission chairman Pete Churchwell says it restates an earlier recommendation that reparations be paid to survivors of the violence.
Thousands of homes and businesses in Tulsa's black neighborhoods were destroyed by whites in the 1921 outbreak. The estimated death toll ranges from three dozen to 300.
State Senator Robert Milacek (muh-LA'-chek) is the only commission member who disagrees that reparations should be paid.
The senator supports a riot memorial in Tulsa, but says making payments to survivors would open a can of worms.
