Oklahoma City Schools said the biggest obstacle to its virtual plan is the 11,000 students who have no internet access.
The hotspot devices the district is giving to those families for WiFi are delayed and may not be in until next week sometimes.
School starts on Monday.
This digital divide is a problem across the country and Oklahoma City school leaders are asking for patience.
"We will do the very best we can to make sure we get those even if it means that the information technology team is riding vans through neighborhoods to provide those," said Rebecca Kaye, OKCPS Chief of Information.
The district is asking families who requested hotspot devices to wait until Friday to pick up their child's learning tablet, in case the hotpots are available by then.
