Former Watonga Police Chief Back In Court Tuesday

Former Watonga police Chief Shawn Kays was back in court on Tuesday.

Former Watonga police Chief Shawn Kays was back in court on Tuesday.

He's facing charges stemming from a video of an arrest from two years ago.

Tuesday's bond hearing was supposed to happen in Kingfisher County instead of Blaine County. News 9 was told that what due to the recusal of a judge.

The bond hearing that was scheduled ended up being continued until Dec. 7, but this isn't the only case Kays is dealing with.

Tuesday's hearing was related to burglary and assault and battery charges he is facing.

Probable cause affidavits show the charges stem from a video from 2019. The woman being forcefully arrested was Julia Cosby.

She said prior to the video, Kays had been in contact with her twice, allegedly giving Cosby an illegal eviction notice.

Cosby said this all started due to issues with her roommate and her then-landlord.

"Mr. Kays was not wearing uniform, " said Cosby in an interview with News 9 back in June. "They came inside and they started putting hands on me."

Cosby said Kays cursed at her and said that he was chief of police and could do what he wanted.

In a new civil complaint filed by Cosby in the last few months, she alleges she was stalked, harassed, kidnapped, assaulted and battered by Kays and other officers and employees of the city of Watonga.

News 9 is waiting to hear if Watonga's new city manager has a comment on the case.

Kays was charged back in July after being dismissed as the city's chief in June.

Around that time, he was also served a petition for an emergency protective order by another woman.

That woman claimed she was in a relationship with Kays, and he allegedly threatened and harassed her. She also said a "flyer" was distributed around town, showing obscene material involving her and Kays.

In the last few months, the woman has asked that the emergency order of protection be continued. Another hearing is set for Nov. 4.

On Tuesday, News 9 tried to talk to Kays' attorney, but he did not want to comment.
