A former substitute teacher at Wellston Public Schools turned herself in on Thursday because of allegations that she sent nude photos to a 15-year-old student, kissed him, and touched him inappropriately.
Emma "Delaney" Hancock, 26, appeared in court at 1 p.m. Thursday before turning herself in at the jail, said Lincoln County Sheriff Charlie Dougherty. She then posted a $50,000 bond and was released.
Dougherty said, because Hancock's husband is the police chief of Wellston, the Sheriff's Office asked the Oklahoma State Bureau of Investigation to take on the case to avoid a conflict of interest.
According to an affidavit filed in Lincoln County District Court, an OSBI investigator interviewed the 15-year-old student who allegedly had an inappropriate relationship with Hancock.
Hancock began texting the 15-year-old boy in October to send him a school assignment, the affidavit said. After a few weeks, the teen allegedly sent a shirtless photo of himself to Hancock through Snapchat.
The affidavit said Hancock then responded, "Are we sending half naked pictures now?"
"I don't know, are we?" the teen allegedly replied.
"Are you trying to get me to lose my job?" Hancock wrote back, according to the affidavit.
The document said Hancock and the teen later began exchanging nude photos and videos of sex acts. This escalated into Hancock and the teen kissing each other on their mouths on two occasions while in classrooms, the affidavit said. Hancock also touched the teen inappropriately during the second time they kissed, according to the court filing.
Hancock was facing two counts of soliciting sexual conduct or communication with minor by use of technology and two counts of lewd or indecent acts to child under 16.
Several Wellston residents also told News 9 that Hancock's father is Wellston's mayor. News 9 went to the city hall on Thursday for a 6 p.m. board meeting to get comment from the mayor. But the city wrote on the agenda outside the building that the meeting was postponed. No explanation was given.
News 9 also called the city, emailed the police chief, and messaged Hancock on Facebook. But as of Thursday night, News 9 did not get a response.
In addition, News 9 called Wellston Public Schools. Superintendent Mike Franz said as soon as the district learned about the allegations in November, Hancock was removed from the call list and banned from campus. The district notified authorities and cooperated with the investigation, said Franz.
