It happened at about 7:19 a.m. outside the PDQ Quick Stop on South Walker Avenue, about a block away from Capitol Hill High School.
A witness told News 9 a group of teens were fighting in the parking lot of Walker Mart. She said after she told them to leave, the teens moved to the parking lot of PDQ, where a brawl ensued.
Witness videos showed two boys engaged in a fist fight.
Several other teens then piled on top of one of the boys, beating and kicking him.
As the boy was shielding himself from the blows, someone fired a gun, causing everyone to run away, according to the videos.
Police said a 16-year-old boy was shot in the leg.
He ran to the center median of Grand Avenue in front of Capitol Hill High School, where a school resource officer applied a tourniquet on the teen's leg.
Police said the boy was bleeding heavily but was stabilized. He was taken to a hospital.
A bullet also penetrated the jeans of another male, but his body was not hit, police added.
Meanwhile, police said the shooter escaped in a vehicle.
Elitza Ward said she had just dropped off her grandson at the school when she saw the teen who was shot.
“I panicked because I just dropped him off and you know, you're looking this way because you don’t want to hit no kids are jumping out of the cars, and I look over to the left, and there was a boy sitting with a puddle of blood below him, and his pants down to his ankle and the cops just came from everywhere," Ward recalled. "You're always concerned when it's one of your kids' school. This is happening way too much."
An Oklahoma City Public Schools spokesperson said Capitol Hill High School was placed on lockdown for about 10 minutes.
It was then on secure status for about an hour, meaning classes were taking place but no one was allowed in or out of the building. The school had extra security for the rest of the day as a precaution, the spokesperson said.
Ward said her grandson decided to stay in school to finish his classes.
"He's not worried at all. He just don't (sic) want nobody to die at his school," Ward said.
The district spokesperson could not confirm whether the teens involved were students at Capitol Hill High School.
Police said the investigation is ongoing.
