Tulsa Judge Approves Petition To Request A Grand Jury Investigation Into Oklahoma Human Services

A Tulsa judge has approved a petition requesting a grand jury investigation into alleged misconduct by Oklahoma Human Services.

The petition, filed by the president of Tulsa's NAACP chapter, seeks an inquiry into “crimes against children and their families.” Allegations include fraud, misuse of state funds, and failure to protect children from abuse.

Advocates say they are desperate to gather the 5,000 signatures needed by Dec. 23 to initiate the investigation.

“We’re concerned this is the end of the road. If this investigation doesn’t happen, we don’t know what other venues there are to have accountability, to have an investigation, to have some correction,” said Rosario Chico, an advocate.

Francetta Mays, who filed the petition, says she has evidence of problems within DHS, including testimony from children, parents, and DHS workers.

“The reality is that we have over 100 documents that tell me there is a problem, and we’re just asking for the grand jury to open these files so we can identify where we dropped the ball and make it better,” Mays said.

The petition outlines ten allegations against DHS.

Rep. JJ Humphrey, (R-Lane) said DHS plays a crucial role but needs reform.

“We’re not trying to tear down DHS. We need a DHS, but we need a DHS that works for the people,” Humphrey said.

In a statement, DHS defended its work:

“This is an unprecedented attack on public safety and human services officials across the state who work tirelessly to ensure the health, safety, and wellbeing of Oklahoma’s children and vulnerable individuals. DHS has always been and will remain an advocate for transparency and will fully cooperate with any investigation initiated with the agency.”

“It’s extremely disappointing to hear a defense when what the public really needs to hear is that things are going to improve,” said Chico.

If the petition secures enough signatures and the allegations are proven, criminal charges could be filed, and some public officials may face removal.
