Inmate Death: Autopsy Confirms Makeshift Noose Used Despite Scrutiny of Cleveland County Jail

An autopsy report released this week by the Oklahoma State Medical Examiner provides insight into one of the five inmate deaths at the Cleveland County Detention Center (CCDC) in 2024.

Daniel Freeman’s death came about two weeks after Cleveland County inked a deal with an independent investigator to examine jail safety and operations, following a rise in inmate deaths.

The autopsy report confirms the 58-year-old died by suicide just three days after his arrest.

Autopsy Findings

Freeman was found hanging from a makeshift noose crafted from a piece of blanket, according to the report. Toxicology results revealed the presence of an antidepressant but no other substances. The report further states that Freeman was found unresponsive in his cell and transported to a local hospital where he was pronounced dead.

Safety Checks

The Cleveland County Sheriff’s Office (CCSO) reported that Freeman was seen moving in his cell at 10 p.m. and no issues were found during earlier checks. Freeman was found unresponsive an hour later at 11:05 p.m., raising questions about when and how he fashioned the makeshift noose. It’s unclear how the noose went undetected, especially as the Cleveland County Jail was already under intense scrutiny amid ongoing investigations into inmate deaths, concerns about staffing levels, and widespread criticism of jail conditions.

Background

Freeman, a handyman from Shawnee, was arrested on Aug. 22 by Norman Police on complaints of first-degree burglary, kidnapping, and unauthorized use of a motor vehicle.

Police allege Freeman broke into the home of a 75-year-old woman he had previously worked for, tied her to a chair, and demanded money. When his attempt to withdraw funds using her bank card failed, police say Freeman forced the victim to accompany him to a bank to withdraw money.

Jail Concerns

Freeman's death was one of five inmates reported at the Cleveland County Detention Center in 2024, including Alex Jermaine Wright on Oct. 3, Nicole Deann McComb on Aug. 28, Thomas Sanchez Pesina on May 4, and William Kenneth Moore on April 19.

The most recent death occurred on Jan.10, 2025, when Jacob Dieball was found unresponsive in his bunk, with signs suggesting a possible overdose, according to statements issued by CCSO. These incidents, coupled with past health inspection deficiencies, have fueled public outcry over inmate welfare.

Ongoing Investigations

In response to the crisis, Cleveland County hired SIMCO Correctional Consulting to conduct an independent audit of jail operations. The audit aims to identify the root causes of inmate deaths and provide solutions to prevent future tragedies.

The Oklahoma State Bureau of Investigation (OSBI) was requested to assist with the recent deaths at the facility, including Freeman’s. Findings from those investigations have not been made public.
