The NTSB has released an initial report into a plane that crashed into Keystone Lake.
The report said the plane may have had engine issues when it went down.
The agency's initial report said the pilot, Bruce Forbes, told investigators the engine started to "spit, sputter and lose power," when he tried to bring the plane down.
They said the plane kept dropping, so Forbes tried to land.
The report said the plane hit power lines before crashing into the lake.
Forbes was taken to the hospital for a broken back. His passenger was not hurt.
