At around 7 p.m. on Jan. 2, 2021, an inmate, Brad Lane, was found dead in his cell and his cellmate, Brown, had a metal object in his hand.
Officers at the jail had ordered Brown to drop the weapon, which was a walking boot, but he didn't comply, the OSBI said.
Brown was pepper sprayed multiple times before he dropped the boot, and he was cuffed and taken out of the cell.
The Medical Examiner's Office said Lane's cause of death was a homicide.
Brown was initially arrested and booked into the Oklahoma County Jail on Dec. 4, 2020 on the charges of second-degree robbery, aggravated assault and battery, gang association, and possession of a controlled dangerous substance.
